Clean Fill

From October 1st 2006 the landfill at Nursery Road will convert to a clean fill operation.  This is part of restoring the site as part of its closure.

At Nursery Road cleanfill meeting the criteria below will be charged at $5.00 per tonne (inc. GST)

Construction and demolition waste not meeting the criteria below will be charged as general refuse.     (see general refuse fees for details)

What is Clean Fill?

Clean fill is an ‘inert’ waste that when buried will have no adverse environmental effect.  The material deposited as clean fill will typically be from construction and demolition activities, and will generally comprise soil, rock, concrete, bricks and similar inert material.

Clean fill material includes natural materials such as clay, soil, rock gravel and sand that are free of:

  • Combustible, putrescible, degradable or leachable components

  • Hazardous substances

  • Products or materials derived from hazardous waste treatment, stabilisation or disposal practices.

  • Material that may pose a risk to human or animal health such as asbestos, radioactive substances, medical & veterinary waste

  • Liquid waste

A .pdf document giving the guide lines for clean fill can be viewed here.

CLEAN FILL ACCEPTANCE CRITERIA

Acceptable Materials:

Asphalt (cured)

Bricks

Cement and fibre cement products

Ensure that the product does not contain asbestos, which is unacceptable

Ceramics

Concrete (unreinforced)

No metal or other attached material

Road, sub-base

Soils, rock, gravel, sand, clay etc

Must be free from contamination and less than 10% organic material

Tiles

Clay, concrete or ceramic

All Clean fill must be suitable for temporary roading or cover material of the tip face, free of contamination and smaller than 300mm in dimension

Mixed loads containing only the above criteria will also be accepted.

Un-acceptable Materials:

The following materials are demolition waste and are unacceptable as clean fill

  • Asphalt (new)
  • Boards and panels - Formica, hardboard, MDF (medium-density fibreboard), particleboard (chipboard), plywood
  • Cables – electrical or structural
  • Cork – tiles and insulation
  • Concrete – larger than 300mm in any dimension
  • Concrete – reinforced.
  • Contaminated soil and spoil – e.g. contaminated with oil, paint, petroleum products or similar
  • Electrical – equipment, fittings  and insulation
  • Glass fibres – pink bats and similar
  • Plasterboard – gib, drywall, etc
  • Metals – corrugated iron/zinc, roofing, structural steel, window frames
  • Timber

Note: If a substance or material is not included above, it does not imply it is suitable for acceptance as clean fill.

Materials that would otherwise have been acceptable as clean fill will become unacceptable if contaminated with or mixed with unacceptable material.  The full weight of a contaminated load will be charged at the General Refuse rate. It is your responsibility for ensuring that your load meets the clean fill criteria.   Loads may be inspected and photographed.

Asbestos (including asbestos sheeting) is classed as special waste; advice must be sought from the council before disposal.
